Factors of Production

An unemployed person is rarely without assets.
He carries labour in his hands, organisation in his mind, and enterprise in his spirit. These are real, personal factors of production. What he often lacks are land and capital.
Of these two, capital is not always the binding constraint. A person who has lived with integrity and built credibility can often mobilise resources. Trust has its own currency.
Land, however, does not flow.
It remains locked—by ownership patterns, access barriers, and regulation.
If we are serious about employment generation, the State must address this rigid constraint.
Government should make land available on need-based, time-bound leases to those willing to undertake productive activity.
Not as charity, but as an enabling framework for enterprise.
Link it to clear projects.
Ensure basic infrastructure.
Withdraw if not used productively.
This would not just create jobs—it would create job creators.
The unemployed do not need to be treated as beneficiaries.
They need to be trusted as potential producers, waiting only for a fair starting point.
